This revenue will represent only 2.9% of China's total gaming software revenue. Mobile and free-to-play PC gaming remain dominant.
The Chinese console market faces significant growth constraints due to a stringent regulatory environment that severely limits the availability of officially licensed software. While major hardware platforms like the Nintendo Switch, PlayStation 5, and Xbox have entered the country, the number of approved titles remains remarkably low. For instance, despite being available since late 2019, the Nintendo Switch has only 22 legally approved games in China. This scarcity of official content forces many domestic players to rely on the grey market to access games, further hindering the formal growth of the sector.
Market analysis projects that console game revenue in China will reach $1.67 billion by 2025, representing a modest 2.9% of the nation’s total gaming software revenue. The dominance of mobile and free-to-play PC gaming remains a primary barrier to console adoption. However, a shift is occurring as domestic developers pivot toward high-quality AA and AAA console and PC projects. Initiatives such as Sony’s China Hero Project and strategic partnerships between Nintendo and Tencent are actively working to increase the volume of localized content.
Despite these efforts, the console segment is unlikely to challenge the revenue dominance of the mobile market. Instead, the industry is looking toward a new wave of independent and AAA studios—exemplified by titles like Black Myth: Wu Kong and cross-platform successes like Genshin Impact—to bridge the content gap. By focusing on global-facing, high-fidelity titles, these developers are expected to gradually expand the console ecosystem, even as regulatory hurdles continue to dictate the pace of market development.
