The European Parliament’s Culture Committee has adopted a formal report recognizing the video game and esports sector as a vital component of the European Union’s creative and digital economy. The primary thesis of the report emphasizes the industry's economic significance, the necessity of protecting intellectual property, and the importance of fostering innovation through targeted policy support. By acknowledging the sector's unique contributions, the report advocates for a regulatory environment that encourages growth while maintaining high standards for consumer protection and minor safety.
Key findings highlight the industry’s robust labor market and economic stability. As of 2020, the sector supported over 98,000 jobs, representing a 7.6% increase from the previous year, with the majority of these roles situated within small and medium-sized enterprises (SMEs). In 2021, the European video game market maintained a stable revenue of €23.3 billion, supported by a 6% growth in the player base, which was driven largely by increased participation among women and individuals aged 45 to 65.
The report calls for specific policy interventions, including the modernization of state aid rules and the General Block Exemption Regulation to better support SMEs. Furthermore, it highlights the urgent need to address talent shortages through improved skills development and education. Regarding esports, the report distinguishes the industry from traditional sports, emphasizing the borderless nature of competitive gaming and the critical role of publisher intellectual property rights. These conclusions are supported by industry data from 2020 and 2021, reflecting a collaborative effort between industry stakeholders and European policymakers to secure the future of the regional gaming ecosystem.
