See it on page 16Helsinki stands as a global leader in the mobile gaming industry, anchored by a robust development ecosystem that generates 1.65 billion euros in annual revenue. Beyond its commercial success, the city utilizes its extensive network of libraries, youth centers, and cultural facilities to foster a diverse local gaming culture. These municipal services serve as critical infrastructure for digital literacy, social inclusion, and talent development, aligning with broader city strategies to promote lifelong learning and civic participation. By integrating gaming into public leisure services, the city effectively bridges the gap between professional industry growth and grassroots community engagement.
Despite these strengths, current municipal efforts remain fragmented and reactive. Data collection methods, such as the GIZMO system, fail to capture the full scope of gaming activity, leading to an underreporting of usage and a lack of visibility for non-PC gaming formats. Furthermore, significant disparities persist in access to technology and gaming opportunities, which correlate strongly with socioeconomic status, age, and gender. Existing resources are currently insufficient to meet the rising demand for inclusive programming, particularly for underrepresented groups such as girls, minorities, and seniors.
To maintain its competitive edge and ensure equitable access, Helsinki must transition toward a proactive, unified strategic framework. This requires the appointment of a dedicated coordinator to oversee cross-sectoral cooperation and the institutionalization of partnerships with gaming organizations. Strengthening ICT infrastructure, formalizing pathways for e-sports and streaming, and implementing more inclusive outreach strategies are essential steps. By moving away from siloed operations toward a cohesive, resource-backed vision, the city can better leverage its gaming culture to enhance its international appeal while fostering a more sustainable and accessible environment for all residents.
