The Shenzhen municipal government has launched a three-year financial incentive program designed to transform the city into a global hub for the esports industry. Announced during the Tencent Esports Global Summit, the initiative aims to attract international organizations, tournament organizers, and media entities by offering targeted subsidies for infrastructure development and operational expansion.
The policy provides significant one-off allowances to incentivize industry growth. Key financial provisions include up to ¥10 million ($1.39 million USD) for the construction of international-level esports venues, capped at 30% of paid-in capital. Additionally, the city is offering up to ¥5 million ($700,000) each to Shenzhen-based game publishers for developing major esports titles and to international organizations or media outlets that establish their headquarters in the city.
Further support is directed toward competitive teams and event hosting. Local esports organizations that compete internationally and incorporate "Shenzhen" into their branding are eligible for up to ¥2 million ($279,000) in allowances, with potential performance-based bonuses of up to ¥5 million ($700,000) for high-ranking finishes. Furthermore, companies that successfully bring large-scale international tournaments to the city can receive up to ¥8 million ($1.11 million) in funding. While the government has not disclosed the total aggregate budget for this three-year plan, the initiative underscores a strategic commitment to leveraging Shenzhen’s existing status as the headquarters for Tencent Holdings to bolster its international profile within the competitive gaming sector.
