The video game industry lacks transparency regarding development budgets.
Key Problem. Game development budgets are not publicly transparent.
AA games cost 33 times more than 'Midi' games. AAA titles cost 10 times more than AA titles.
Publisher partnerships typically result in costs three to four times higher than self-funded projects. This may be due to increased operational complexity.
Titles like 'Black Ops Cold War' cost $700 million. These costs rival or exceed the budgets of major Hollywood blockbusters.
Like a blockbuster movie, AAA games now command massive financial investments.
Multiplayer games represent only 16% of the total market. They indicate a high financial barrier to entry for large-scale titles.
Costly Niche. Multiplayer games represent a significant portion of high-budget titles.
This follows the loss of developer trust caused by Unity's 2023 pricing changes. Godot is particularly strong for games under $100k.
Engine Shift. Godot is challenging Unity in the small-scope game market.
The video game industry faces a persistent lack of transparency regarding development budgets, which are rarely disclosed publicly. To address this, a data-driven model was developed to estimate production costs for games on Steam. By leveraging a dataset of 100,000 titles—refined to 19,634 games released between 2022 and 2025 with at least 10 reviews—the analysis provides a quantitative look at how various factors, such as studio size, engine choice, and publishing partnerships, influence financial requirements.
The methodology relies on machine learning to predict budgets within a 10% margin of error, using variables such as credit length, studio experience, and supported languages. Findings indicate that costs scale exponentially with project scope. While half of small-scale "Kei" games are produced for under $65,000, the median cost for "Midi" games is 14 times higher. Furthermore, the jump to "AA" and "AAA" tiers results in even more dramatic cost increases, with AAA titles now frequently exceeding the budgets of major film blockbusters.
The analysis also highlights significant industry trends. Partnering with a publisher typically triples or quadruples the development budget, potentially due to increased operational complexity or the principal-agent problem. Additionally, while 3D games are on average 16 times more expensive than 2D titles, the engine market shows a distinct divide: Unity and Unreal dominate, though open-source alternatives like Godot are gaining traction among smaller projects. Multiplayer games, despite representing only 16% of the market, account for half of all games with budgets exceeding $10 million, underscoring the high financial barrier to entry for large-scale, live-service, or competitive titles.
