Both Apple and Google maintain mandatory commission structures, reporting requirements, and strict operational oversight. This limits true financial or structural independence for developers.
The regulatory landscape in Japan regarding mobile app payments has forced Apple and Google to permit external payment options, yet both platforms have implemented highly restrictive frameworks that maintain their economic leverage. The primary thesis is that these compliance models are designed to preserve platform commissions, strict attribution windows, and operational control, ultimately failing to provide developers with true financial or structural independence.
Apple’s implementation in Japan requires developers to adhere to a mandatory side-by-side presentation model, where Apple’s In-App Purchase (IAP) must be displayed with equal prominence to any alternative payment method. These out-of-app offers remain subject to a store services commission, typically 15% or 10% depending on program participation, with an additional 5% processing fee for IAP transactions. Furthermore, Apple enforces strict UI/UX guidelines, mandates monthly transaction reporting, and retains audit rights, with non-compliance risking app removal or financial penalties.
Google Play’s approach in Japan similarly mandates a side-by-side billing requirement, prohibiting standalone external payment flows. Developers must enroll in a controlled-access program on a per-app basis and are subject to service fees on transactions completed within 24 hours of an external link interaction. These fees range from 10% to 20% of eligible digital content revenue.
Ultimately, the analysis concludes that these platform-sanctioned external payment programs do not offer a path to full economic autonomy. Because platform dependency, ongoing commission structures, and rigorous reporting obligations persist, the only viable strategy for publishers to maximize margins and achieve operational independence is the adoption of an independent web store that operates entirely outside the app store ecosystem.
