Developers can now promote external payment offers and embed tappable links for digital goods. They can also design in-app promotions for these goods.
The June 2025 update to Apple’s App Store policies in the European Union represents a complex response to the Digital Markets Act (DMA). While the changes ostensibly grant developers the freedom to promote external payment offers, embed tappable links, and design in-app promotions for digital goods, these concessions are accompanied by a new, layered fee structure. Developers opting to utilize these external payment rails are now subject to a 5% Core Technology Commission, a 2% acquisition fee, and a variable store services fee ranging from 5% to 13%.
This regulatory shift creates a permissioned environment that contrasts sharply with the U.S. market, where court rulings allow for external payment links without associated commissions. In the EU, developers must also navigate significant operational burdens, including mandatory API reporting of external transactions and the potential loss of access to core App Store features like performance metrics and discovery tools if they select lower-fee tiers. Industry observers have characterized these requirements as a form of malicious compliance, and the European Commission continues to evaluate whether these measures sufficiently satisfy the requirements of the DMA.
For game publishers, the update offers a degree of increased control over the player journey, yet the economic viability of these changes remains tied to scale and diversified direct-to-consumer strategies. The industry is trending toward a multi-channel distribution model that incorporates web stores, sideloaded applications, and cross-platform play. Success in this evolving landscape requires publishers to invest in operational readiness and flexible monetization frameworks to reclaim margins and mitigate the impact of platform-imposed fees.
