The sector created US$1.8 billion in value added, equivalent to 0.12% of national GDP.
Indonesia's game industry generated US$1.3 billion in revenue in 2025 and created US$1.8 billion in value added, equivalent to 0.12% of national GDP, according to a white paper titled "The Video Game Industry: Unlocking the Next Level of Economic and Social Development in Southeast Asia," launched in Jakarta in October 2026. The study points to a notable gap in the sector's structure: the development and publishing segment contributes only about 7% of value added, while hardware and peripherals account for 47%, esports 24%, and retail 21%.
Officials and industry representatives attribute the weak local development share to several factors. Director of Games at the Ministry of Creative Economy, Luat Sihombing, said local developers struggle to align with commercial demand and that mobile-focused production, which has grown alongside smartphone penetration since around 2015, requires greater capital. Access Partnership's Cheng Wei Swee added that Southeast Asian player spending still flows largely to foreign publishers from the United States, Japan, and South Korea, and that local studios need financing access, stronger intellectual property protection, and talent development aligned with industry needs.
Against this backdrop, the Ministry of Creative Economy and Tencent have agreed to a three-year memorandum of understanding covering content development, talent capacity building, and the use of artificial intelligence to help smaller businesses compete. Tencent's Monrawee Ampolpittayanant outlined support for licensing, merchandising, and commercial partnerships that would let Indonesian developers monetize their own intellectual property, while officials highlighted knowledge transfer through collaboration with Tencent-owned studios as a means of strengthening the local talent base.
