FLEGA – Flemish Games Association
This represents a 20% increase over the previous year. The Flemish sector accounts for 69% of all Belgian game companies.
The 2023 market data for the Belgian games industry reveals a sector characterized by a growing number of companies alongside structural challenges that hinder broader economic expansion. While the industry continues to see an increase in the total count of active studios, particularly in Flanders and Brussels, overall turnover and employment figures have experienced a decline. This contraction is largely attributed to a methodological shift in reporting, which now focuses exclusively on the revenue generated by local Belgian entities rather than the global earnings of parent companies, providing a more accurate reflection of the domestic economic footprint.
In 2023, the Flemish game sector reached a record high of 133 companies, representing a 20% increase over the previous year and accounting for 69% of the national industry. Despite this growth in firm count, the sector reported a turnover of €58.7 million and 565 employees, with full-time equivalent employment dropping by 27% compared to 2022. Regional data indicates that while Brussels is experiencing exponential growth, Wallonia’s company count remains stagnant. East Flanders continues to lead as the province with the highest concentration of game studios.
The findings highlight a critical tension between the industry’s creative potential and the limitations of the current fiscal environment. Analysts suggest that the existing tax system creates barriers for scaling companies, often incentivizing successful firms to relocate or restructure outside of Belgium. Although tax shelter initiatives have provided support for smaller and mid-sized studios, they remain insufficient for larger, high-growth entities. The data underscores an urgent need for federal policy adjustments to foster a more competitive fiscal climate that can retain talent and sustain the long-term economic contributions of the region’s game developers.
