Taxable turnover rose from €40.0 million in 2020 to €50.4 million in 2021. The report says 2020 had already surpassed 2019 levels.
The Game Industry of Estonia 2021 surveys the state of Estonia's game development sector during 2021, drawing on company data, interviews conducted between November 2021 and February 2022, and an examination of education, support organizations, and community activity. Its central finding is that the industry grew strongly despite the pandemic: taxable turnover rose from €40.0 million in 2020 to €50.4 million in 2021, an increase of 20.69%, with 41 active companies employing roughly 300 people. Turnover in 2020 had already surpassed 2019 levels, indicating sustained momentum rather than a one-off gain.
The sector remains heavily concentrated. ZA/UM alone accounted for €20.7 million of the total, and other notable performers included Creative Mobile, Gamecan, Zaum Studio, and Ringtail, which was acquired by Magic Media in June 2021. The industry is dominated by very small firms, with 76% employing one to five workers, and it relies on limited government funding. Unity is the most-used engine, at 52.9%. Output was modest, with three games and one VR educational application published in 2021, fewer than in 2020.
Geographically, activity centers on Tallinn, Tartu, and Pärnu. Tartu emerged as the most proactive city, driven by university programmes and game jam participation, while Tallinn is the largest hub but comparatively passive in community building, and Narva was identified as having untapped potential. Educational and support infrastructure, including Mainor, Tallinn University, the University of Tartu, Gamecan, APT Game Generator, Baltic Explorers, and EEVR, sustained community engagement through workshops and jams. The authors describe the work as incomplete, documenting at least 70 Estonian releases since 1991 and planning broader coverage of hubs and release data in future editions.
