The state of free-to-play (F2P) gaming on Steam is characterized by extreme market concentration and the dominance of long-standing legacy titles. While F2P games accounted for 51% of total playtime on the platform in 2023, the sector is defined by a "winner-take-all" dynamic where the top 10 titles capture 88% of all F2P engagement. Counter-Strike 2 alone represents 25% of the total concurrent user (CCU) count for the entire category. The average age of top-performing F2P hits is seven years, reflecting a market that is increasingly difficult for new releases to penetrate; since 2021, only two new titles have successfully maintained a position in the top 10 by average CCU.
Geographically, the F2P audience on Steam is highly concentrated, with the United States, China, and Russia collectively accounting for 39% of the total player base. Other significant markets include Brazil, Canada, Germany, Japan, Poland, the United Kingdom, and Turkey, which together comprise an additional 23% of the audience.
The broader Steam ecosystem is currently experiencing a slight shift in engagement patterns. While F2P titles remain dominant, their share of playtime has faced minor declines in early 2024 due to the emergence of successful premium games priced between $10 and $50, such as Palworld and Helldivers 2. Additionally, the market share for premium games priced above $50 has grown from 5% in 2021 to 12% in 2024, driven by high-profile releases like Baldur’s Gate 3, Elden Ring, and Hogwarts Legacy. These findings underscore a competitive landscape where established F2P live services face growing pressure from both mid-tier and high-end premium titles.
