The 2025 Transparency Report details the content moderation activities of Take-Two Interactive Software, Inc. for the calendar year 2025. Prepared in compliance with Article 15 of the European Union’s Digital Services Act (DSA), the report outlines the company’s efforts to maintain safe and inclusive gaming environments by addressing illegal or harmful user-generated and custom content. The scope of the report is limited to services that allow players to create, upload, or share content, such as avatars, communications, and modifications, while excluding services lacking these interactive features.
The company employs a hybrid moderation strategy, utilizing automated tools—such as word filters and image-recognition software—alongside human oversight to ensure accuracy and mitigate bias. During the reporting period, Take-Two received six information orders from EU national authorities, all of which were addressed within required timeframes. Notably, the company received no removal orders from these authorities and no reports from designated "Trusted Flaggers."
Data regarding reactive moderation shows that Take-Two processed nearly 8 million player reports, resulting in over 7.3 million enforcement actions. The most frequent categories for these reports included cheating, hacks, or mods, followed by spam and fraud. In terms of proactive moderation, the company took over 900,000 enforcement actions, primarily involving feature access suspensions and warnings. All player reports involved human moderator participation at some stage of the review process, whereas proactive enforcement decisions were split between automated and human-led processes. The report also notes that the company received 22,215 appeals regarding moderation decisions, with the majority of initial decisions being upheld. Take-Two continues to refine its enforcement processes and explore the responsible integration of emerging technologies to enhance player safety.
